2002-03 Walter Byers Postgraduate Scholarship Program
In 1988, the National Collegiate Athletic Association established the Walter Byers Postgraduate Scholarship Program as a means of recognizing the contributions of the former executive director through encouraging excellence in academic performance by student-athletes. Under this program, one male and one female student-athlete annually will be awarded a postgraduate scholarship in recognition of outstanding academic achievement and potential for success in postgraduate study. It is intended that an individual named a Byers Scholar will be recognized as one who has combined the best elements of mind and body to achieve national distinction for his or her achievements, and promises to be a future leader in his or her chosen field of career service.
 
2003 Convention Proceedings
The opening session of the 97th annual Convention of the National Collegiate Athletic Association, held at the Disneyland Hotel, Anaheim, California, was called to order at 4:30p.m., with Robert Lawless, chair of the NCAA Executive Committee, presiding.
 
2003 NCAA National Study On Collegiate Sports Wagering and Associated Behaviors
The 2003 NCAA National Study on Collegiate Sports Wagering and Associated Behaviors is the most comprehensive and first truly national assessment of gambling behavior among student-athletes ever undertaken. Data were requested from 2,003 individual sport teams at 1,032 NCAA member institutions. In total, approximately 21,000 male and female student-athletes from all NCAA divisions and most NCAA championship sports participated in this study.

Athletic Spending
The purpose of this paper is to examine empirically the effects of college athletics, with a particular focus on the financial effects. In particular, the paper draws on evidence contained in previous academic studies; statistical analysis of a new, comprehensive database compiled from school-specific information collected as part of the Equity in Athletics Disclosure Act (EADA) merged with data from other sources (such as the Integrated Post-Secondary Education Data System managed by the Department of Education); and a detailed survey of chief financial officers from 17 Division I schools.

This publication incorporates the legislative actions of the 96th annual NCAA Convention, January 6-8, 2002. In addition, interpretations identified by the Division III Interpretations and Legislation Committee, noncontroversial amendments adopted by the Management Council, pursuant to Constitution 5.3.1.1.1, and modifications of wording adopted by the Management Council, pursuant to 5.4.1.1.1, are included in the Manual.

The National Collegiate Athletic Association is the organization through which the nation’s colleges and universities speak and act on athletics matters at the national level. It is a voluntary association of 1,265 institutions, conferences, organizations and individuals devoted to the sound administration of intercollegiate athletics.
 
Initial Publication of Proposed Legislation
This publication presents all proposed amendments to NCAA legislation that were properly submitted by the Division II and III membership in accordance with the July 15 deadline in the NCAA legislative calendar. The 15 proposals herein are printed in the order in which they would appear, if adopted, in the appropriate NCAA Divisional Manual. No attempt has been made to place them in topical groupings or in the order in which they eventually might appear in the Convention agenda.
 
Membership Report
The NCAA Membership Report is a snapshot of where the Association is at this moment in time. This book contains a review of revenues and expenses for the 2002-03 fiscal year, along with other relevant information from that year. It also includes a component that describes NCAA plans, along with revenue and expense projections for the next several years.

Produced early in the fall, the Directory is intended to be useful and up-to-date for the entire academic year. Corrections in the listing will be printed throughout the year in The NCAA News whenever they are made available to the NCAA national office. Information for the Directory is taken from the NCAA database.
